Makeup product manufacturers

For the US market, products must comply with the Modernization of Cosmetics Regulation Act (MoCRA), ensuring facility registration and product listing with the FDA. For the EU market, compliance with Regulation (EC) No 1223/2009 is mandatory, requiring a Responsible Person (RP) and a Cosmetic Product Safety Report (CPSR). Always verify that the supplier provides a Material Safety Data Sheet (MSDS) and COA (Certificate of Analysis) for every batch.

Request a full INCI (International Nomenclature of Cosmetic Ingredients) list to check for prohibited substances. Prioritize suppliers who use USP-grade raw materials and maintain ISO 22716 (GMP for Cosmetics) certification. It is highly recommended to commission a third-party lab test (such as SGS or Intertek) to screen for heavy metals (Lead, Arsenic, Mercury) and microbial contamination before final payment.

Ensure the packaging is airtight and UV-protected to prevent oxidation of active ingredients. Request Stability Testing reports to confirm the product remains effective under various temperatures. For liquid foundations or creams, verify the PAO (Period After Opening) symbol accuracy. If opting for eco-friendly packaging, ensure the materials do not react chemically with the formula.

Provide the supplier with specific Pantone codes for shade matching and request pre-production samples. Evaluate the pigment payoff, blendability, and oxidation levels (how the color changes after drying). For global markets, ensure the formula is inclusive of diverse skin undertones (cool, warm, neutral) and meets specific claims like 'Non-comedogenic' or 'Hypoallergenic' through clinical data.

The biggest risks include formula inconsistency, ingredient substitution, and seizure by customs due to non-compliant labeling. To mitigate this, use Made-in-China.com's Secured Trading services and ensure your Product Information File (PIF) is complete. Avoid suppliers who cannot provide traceability for raw materials.

Makeup MOQs are often high due to automated filling lines (e.g., 3,000–5,000 units). Negotiate for a tiered pricing structure where the price drops as volume increases. If you are a startup, ask if the supplier has 'ready-to-ship' stock formulas where you can simply apply your logo (Private Label) to achieve a lower MOQ of 50–100 units.

Cosmetics are often classified as 'sensitive goods' in international logistics. Ensure the supplier provides a Non-Dangerous Goods Declaration and Safe Transport of Chemical Goods certificate. For powders, use shock-absorbent packaging to prevent cracking (shattering). For liquids, ensure double-sealing to prevent leakage during high-altitude air pressure changes.

Always verify the supplier's Business License and check if they are an Audited Supplier on Made-in-China.com. Conduct a factory audit (either in person or via a third-party service) to inspect their cleanroom environment (Class 100,000 or higher). Never wire full payments upfront; use a 30% deposit and 70% balance payment structure after a successful Pre-Shipment Inspection (PSI).
